A labour central structure that reflects the reality of Canada

The political and economic centre of gravity, in our federated and decentralized nation, has shifted to the provincial and municipal levels. Municipal governments in Canada vary from small rural municipalities to large cities. Several of our cities are bigger than the majority of Canadian provinces. All municipal governments, regardless of size, are legally and legislatively subordinate to the provincial governments.
