MPs in all parties asked to support legislation after years of empty promises, false starts and setbacks
Ottawa (17 May 2006) - The New Democratic Party has taken a major step forward for children and working families by introducing legislation in Parliament to protect and build quality child care for future generations.
The Early Learning and Child Care Act calls on all members of Parliament to protect child care by approving actual legislation after years of empty promises, false starts and setbacks at the hands of successive Conservative and Liberal governments.
James Clancy, president of the 340,000-member National Union of Public and General Employees, welcome the news.
"NUPGE has been pushing for this type of federal legislation for many years," he said. "We're pleased to see the NDP showing leadership on this issue which is critical to improving the lives of hardworking families."
'Once and for all'
Victoria MP Denise Savoie, who introduced the bill on behalf of her party, said it will "establish national child care, once and for all" and make it impossible for future governments to play games with the important issue.
"No more steps backward. With this Act, we can move forward," Savoie says.
"This Child Care Act should be a cornerstone of Canada, just like the Canada Health Act. This Act recognizes the changes we have seen in this country and around the world in the last generation This will be an historic moment for Canadians."
Savoie says quality child care plays a critical role in the economy, productivity, women's equality and the fight against poverty as well as the health, safety and development of children.
Alternative to 'bogus $1,200 allowance'
Olivia Chow, MP for Toronto Spadina, seconded the bill.
"New Democrats are not going to turn our backs on child care - it is not a done deal, just because the government has proceeded with its bogus $1,200 allowance," says Chow.
"This NDP legislation is based on the principles of quality, universality, accessibility, accountability, educational development and inclusiveness. It is essential to ensure that public money goes to not-for profit centres, not to big box child care corporations which cut corners.
"We must not compromise on quality - parents deserve better, and so do children. And so does our country. Canadians want their tax dollars to serve children, not the executives of some big corporations; to serve the public interest, not private interests," she adds.
"The government may think that the debate is over. By introducing this Act, we plan to keep the debate alive. We will not let years of progress be wiped out by a stroke of the pen. We need to move forward, not backward. It is time for leadership - and New Democrats are proud to provide it." NUPGE
