Damning report validates BCGEU concerns

The consultant’s report says that the current ICM solution is not meeting child protection needs and must be addressed (report summary, page 29).

Vancouver (25 Jan. 2013) — The implementation of Integrated Case Management (ICM) is deeply flawed and serious question remain regarding the software’s suitability for child protection work, according to an independent interim report released today by the B.C. Government.

“If you read between the lines, this independent consultant report says ICM implementation at the Ministry of Children and Families has been botched,” says B.C. Government and Service Employees' Union (BCGEU/NUPGE) Component Chair Doug Kinna. Kinna is the elected representative of the front line Ministry of Children and Familiy Development (MCFD) workers. 

“We still have serious reservations about ICM’s suitability for child protection work and believe that the software itself is deeply flawed and may not be salvageable,” says Kinna.

The consultant’s report says that the current ICM solution is not meeting child protection needs and must be addressed (report summary, page 29).

In July 2012, the Representative for Children and Youth called ICM a “problem-plagued” system that raises safety concerns for vulnerable children and youth. The union fully endorsed Turpel Lafond’s recommendations and called on the government to act on them.

The ICM report recommendations also validate BCGEU/NUPGE's concerns with regard to a complete lack of engagement and consultation with front line MCFD workers while implementing the software.

The interim report was prepared by Queenswood Consulting Group of Victoria, and posted today to the B.C. Government ICM website, http://www.integratedcasemanagement.gov.bc.ca. The final report is expected to be published this spring.
